The Lotus driver pulled over at the end of Q2 when the team realised he hadn't got enough fuel for a last run and to provide a fuel sample.
Regulations require drivers to produce a 1 litre fuel sample, which he was unable to do.
Maldonado qualified 15th but moved up to 13th after benefitting from Esteban Gutierrez's and Max Chilton's grid penalties. He will now start from the back of the grid ahead of the two Caterham's, who qualfied outside of the 107% time.
'There was an insufficient amount of fuel to provide a 1.0 ltr fuel sample and therefore this is in breach of Article 6.6.2 of the FIA Formula One Technical Regulations.' a statement from the stewards read.
'The competitior is, however, allowed to start the race from the back of the grid in front of any cars that failed to set a time within 107% of the fastest time in Q1.'
Lotus' post-qualifying press release pointed the finger at Renault Sport F1, who they said were responsible for fuel calculations.
'Renault Sport F1 look after the fuel consumption calculations and unfortunately a calculation error on Pastor’s car meant that the car did not receive sufficient fuel to complete its final qualifying run.' said their press release.
